How to approve ads internally before Meta, Google, or TikTok review
Direct answerInternal approval is a human checkpoint before Ads Manager review: the SKU is allowed, the claims are on the live page, the category is declared, and someone who can change those things signed their name. It does not replace Meta, Google, or TikTok review, and ads can still be re-reviewed after they are live. The value is a packet you can defend.
Why a second gate exists
Meta’s Ads Review Policy says review is typically completed within 24 hours, can take longer, and ads may be reviewed again after they are live. Google’s ad status documentation and TikTok’s advertising review guidance likewise treat platform review as their process, not yours. Agencies still need a record of what was intended, because the person who wrote the hook is rarely the person who owns the PDP.
Who signs what
| Role | Must be able to change | Signs |
|---|---|---|
| Creative / copy | Primary text, overlay, RSA headlines, image, video script | No personal attributes, no fake UI, rights for music/UGC/likeness |
| Client / counsel | PDP claims, price, APR, health/finance disclosures | The offer is true and the SKU is allowed in that market |
| Media buyer | Campaign type, SAC/HEC, remarketing lists, final URL, tracking | Category declared; lists allowed; click lands where approved |
If the client cannot edit Shopify and the buyer cannot edit the PDP, nobody approved the price. Stop there.
Policy order (do not skip ahead to tone)
- Prohibited SKU? Prohibited vs restricted. If it is tobacco or credit repair on Google, rewrite is theatre.
- Restricted permission? Gambling, dating, many crypto products, some healthcare — apply first.
- Category / targeting? Meta SAC, TikTok HEC, Google personalized advertising.
- Claims? Personal attributes, unreliable results, promo pricing, loan disclosures.
- Creative file? Image rules, music/UGC/trademarks.
- Destination? Match the live page.
Packet to keep
- Final URL and a logged-out mobile screenshot of the first screen (same day as launch)
- Copy, overlay, RSA assets, image hash or video script
- Targeting summary: SAC/HEC on/off, remarketing lists used
- Names and timestamps of the three sign-offs (or a written exception)
When a live review later fails, compare that packet to the note before anyone appeals. Duplicate campaigns destroy the history reviewers use.
Preflight
- Lock the SKU and destination first. Do not approve copy against a staging URL the Ads Manager click will not hit.
- Run a policy pass in this order: prohibited SKU → restricted permission → Special Ad Category / HEC → claims and personal attributes → image/video → offer vs page.
- Require named sign-off: creative, claims/legal (when regulated), media (targeting and tracking).
- Export or screenshot the approved version. After launch, do not silently swap the landing page.
- If a platform rejects it, compare the live packet to the review note before anyone hits Duplicate.

Frequently asked questions
Does passing internal approval mean Meta will approve the ad?
No. Meta’s Ads Review Policy says review is typically within 24 hours and ads can be reviewed again after they go live. Internal sign-off is a record that a human checked claims, destination, category, and rights — not a platform decision. Keep the packet so an appeal has evidence.
Who should be the last approver — the client or the media buyer?
The person who can change the landing page and the legal claims. A buyer who only has Ads Manager access cannot honestly sign a price or APR that lives in Shopify or a loan OS. Split: creative lead signs copy/image; client or counsel signs regulated claims; buyer signs targeting, pixel, and Special Ad Category.
Should we appeal a reject from the approval queue?
Only after you decide the live asset is actually compliant. Appealing a known before/after or a 36% APR personal loan wastes the official path. See how to appeal a rejected ad for edit-vs-appeal.
What should we store for 90 days?
The exact primary text, overlay, headlines, image/video file (or script), final URL, a logged-out mobile screenshot of the first screen, targeting summary (including SAC/HEC), and who approved on which date. That packet is what you compare when a live review later disagrees with launch.
