What are Meta Special Ad Categories?
Direct answerSpecial Ad Categories are Meta’s campaign-level labels for housing, employment, financial products and services, and issues/elections/politics. You must declare them when they apply. Housing, jobs, and financial campaigns lose lookalikes and several demographic targeting tools. That is a civil-rights targeting rule — not the same as the personal attributes copy rule.
Why this exists
Meta’s Discriminatory Practices standard says advertisers must not use audience tools to wrongfully target or exclude people, and must not include discriminatory content. US advertisers — or advertisers targeting the US, Canada, or certain parts of Europe — running financial, housing, or employment ads must self-identify as a Special Ad Category and use approved targeting. Meta points to HUD, the EEOC, and the CFPB as related US law, and says that list is not legal advice.
Platform rule: declare the category and obey the targeting limits. Law: fair housing, equal employment, and equal-credit rules can be stricter than Meta’s UI. If you are unsure whether an ad is a housing opportunity, talk to counsel — not only a media buyer.

The “usually out of scope” column is an operational interpretation. Meta’s How to choose a Special Ad Category and housing, employment, or financial products articles are the decision source. When Ads Manager prompts you, do not click NONE to keep lookalikes if the landing page is a rental application.
What targeting you lose
Meta’s Marketing API Special Ad Category document describes the restricted set for housing, employment, and financial products: lookalike and saved audiences removed; custom audiences still usable in several inclusion/exclusion modes; age generally fixed 18–65+ (with a Europe credit-age exception noted for local requirements); gender set to all genders; location radius raised to a minimum; many detailed-targeting inclusions and location exclusions removed.
Recommended practice: rebuild the ad set from the restricted picker. Do not try to reconstruct a “young urban professional” lookalike with interest stacks. That workaround is how discrimination complaints start, and Meta can reject or restrict the account.
Copy that still fails after you pick the category
Category selection does not legalize biased wording. Meta’s discriminatory-practices examples include excluding people based on protected attributes in the text itself.

Second-person financial distress (“Bad credit? Banks rejected you?”) is usually the personal attributes rule, which can fire on a Special Ad Category campaign too. Fix targeting structure and copy separately.
Politics and digitally created media
Issues/elections/politics campaigns require country authorization. Meta’s API docs say advertisers must set an authorization category on the creative (POLITICAL, and POLITICAL_WITH_DIGITALLY_CREATED_MEDIA for digitally created or altered media, from 9 January 2024). They also say you cannot mix political and non-political ads in one campaign. Setup workflow
- Decide whether the campaign is about housing opportunities, jobs, financial products/services, or issues/elections/politics — based on the offer, not the clever headline.
- In Ads Manager, set Special Ad Category at campaign creation. Do not bury a mortgage ad inside a NONE campaign.
- Accept the restricted audience tools. Do not try to recreate lookalikes with proxy interests (ethnic affinity, gender, zip-code exclusion).
- Rewrite copy so it does not exclude protected groups (“young professionals only,” “no kids,” “men preferred”).
- If the campaign is issues/elections/politics, complete country authorization and any digitally created media flags Meta currently requires.

What targeting is blocked in housing, employment, and financial ads?
