Why can’t I use remarketing on this Google ad? Personalized advertising restrictions

Direct answerIf Google cites Personalized advertising, the RSA copy may be fine. The problem is who you targeted. Sensitive-interest advertisers (health is the usual one) cannot use Customer Match, remarketing lists, or lookalikes. US/Canada housing, employment, and consumer-finance ads cannot use age, gender, parental status, marital status, or ZIP codes. Predefined Google audiences are the published workaround for sensitive interest.

Health is broader than “pharma”

Google’s Health in personalized advertising page includes personal health content such as physical or mental conditions (including chronic conditions), products or procedures to treat them (including OTC and devices used that way), intimate-body health, invasive medical procedures including cosmetic surgery or injections, and disabilities. A filler clinic, a diabetes-coaching app, and a mental-health course can all land here even when healthcare certification is not required.

Customer Match policy repeats that you cannot use sensitive-interest categories to target users or to promote those products, and you cannot use Customer Match data to identify sensitive categories about customers.

What “advertiser-curated” means in the UI

Google’s table treats these as curated (blocked in sensitive interest): Customer Match, Your data segments, audience expansion, lookalike segments, and custom segments in most campaign types (custom segments with sensitive creatives/pages may still serve on Display to non-sensitive or contextual placements only). Predefined in-market, affinity, demographics (with the access-to-opportunities exceptions), detailed demographics, life events, and location remain listed as allowed for sensitive interest.

Practical mistake: a Performance Max or Demand Gen asset group silently includes a remarketing list from the default audience settings. Google calls that out for Discovery and Demand Gen. Strip curated lists at campaign, ad group, and asset group.

Data-use extras

Data use in personalized ads additionally disallows collecting PII in the ad itself except in Google formats meant for it, mixing PII into remarketing tags, and targeting an overly narrow combination of lists and geography. Those are separate from the sensitive-interest table but show up in the same investigations.

Fix workflow

  1. Read the policy label. Confirm it is Personalized advertising, not Unreliable claims or Healthcare certification.
  2. Decide which bucket you are in: sensitive interest (health, etc.) vs access to opportunities (US/Canada housing, jobs, consumer finance).
  3. Sensitive interest: remove Customer Match, Your data segments, lookalikes, audience expansion, and similar curated lists from the campaign, ad group, and asset group.
  4. Access to opportunities (US/Canada): set age, gender, parental status, and marital status to enabled/all, and remove ZIP targeting (radius/city/country remain allowed; Canada FSA of three letters is allowed).
  5. Do not collect PII inside the ad creative except in Google formats designed for it. Under-18 users are not eligible for personalized advertising of any kind.

If the RSA is also Disapproved for claims, that is a different label. Removing a remarketing list will not legalize “lose 15 lbs in 14 days.”

Frequently asked questions

Why was my Google ad disapproved for Personalized advertising?

Usually because the product or landing page sits in a sensitive-interest category (health, sexual content, religion, negative financial status, and others Google lists) and the campaign still uses advertiser-curated audiences: Customer Match, Your data segments (remarketing), audience expansion, lookalikes, or similar. Predefined Google audiences (in-market, affinity, many demographics) remain allowed because Google configures them without those sensitive signals.

Can a clinic remarket people who visited the /diabetes page?

Not with Your data segments or Customer Match. Google’s Health in personalized advertising page treats physical and mental health conditions, chronic-condition treatments, OTC used that way, invasive procedures including cosmetic surgery, and related content as a sensitive interest category. You can still use predefined Google audiences, keywords, and (with other policy limits) location. Do not upload a customer list built from that page.

Is this the same as Meta Special Ad Categories?

No. Meta SAC is a campaign declaration that restricts targeting for housing, employment, financial products, and politics. Google’s Personalized advertising policy is a targeting restriction on remarketing-style lists for a longer list of sensitive interests, plus a separate US/Canada ‘access to opportunities’ lock for housing, employment, and consumer finance (no age/gender/parental/marital/ZIP targeting). You can violate Google’s rule with a health Display campaign that never mentions housing.

Demand Gen keeps getting restricted. Why?

Google notes that Discovery and Demand Gen campaigns use advertiser-curated audiences by default and may be restricted from serving if the products fall in sensitive-interest categories. Switch to allowed predefined audiences or drop personalization, or change the content so it is not in the sensitive category — if that is truthful.
