Can I advertise jobs, hiring, and recruiting on Meta, Google, and TikTok?

Direct answerYes, most job and recruiting ads can run. You must treat them as employment-opportunity ads: declare Meta’s Employment Special Ad Category where it applies, use TikTok’s HEC toggle for US/Canada, and on Google US/Canada drop ZIP plus age/gender/parental/marital targeting. “Hiring energetic young men” still fails after you pick the category. A careers page with no open role is a different problem from a targeting lock.

What counts as an employment ad

Meta’s About ads for employment page (and the combined housing, employment, or financial products article) defines an employment ad as one that promotes or directly links to an employment opportunity. Published examples include full-time and part-time jobs, internships, apprenticeships, professional certification programs, job fairs, job boards or aggregation services, guaranteed interviews or career placement, and promotion of company perks alongside openings.

TikTok’s HEC policy includes part- or full-time jobs, freelance or gig listings, recruiting, internships, accredited certification programs, job fairs, and employment-seeking services. Google’s housing, employment, and credit FAQ lists job search databases, freelance or gig listings, any business’s job listings, recruitment services, and services for job seekers as employment products with restricted targeting.

Interpretation: a “life at our studio” film that ends on a closed careers hub is the edge case Meta already flags as “still check the live help page.” If the CTA is Apply, declare Employment. If you are unsure, Ads Manager’s prompt is the source of truth — do not click NONE to keep a women-25–34 lookalike on a warehouse req.

Platform gates vs equal-employment law

Platform rule: declare the category and use the restricted picker. Law: the EEOC’s prohibited employment practices can be stricter than a targeting UI. Meta’s Discriminatory Practices standard bans wrongful exclusion in audience tools and discriminatory content. An age-coded headline can be an EEO problem even when the ad set is set to all genders. Google’s employment targeting lock (US and Canada)

Google’s Restricted targeting in Personalized advertising page applies the same US/Canada “access to opportunities” lock to employment as to housing and consumer finance: no targeting or exclusion by age, gender, parental status, marital status, or ZIP. Radius (minimum 1 km), city, and country remain allowed. Canada FSA (first three postal characters) is allowed.

Recommended practice: put bona fide requirements (license, lift limit, night shift, visa sponsorship) on the job post, not in a demographic bid. If Policy details says Personalized advertising, unlock the four demographics and delete ZIP before you rewrite the RSA.

When the “job” is not a job

Platforms still review the destination. A paid “guaranteed interview” that sells a résumé course, an unpaid trial framed as employment, or a multi-level recruiting pitch can fail as misrepresentation or landing-page mismatch even after Employment is declared. Meta’s in-scope list includes guaranteed interviews and career placement — that does not license a bait listing.

Setup workflow

  1. Name the offer: an open role, internship, gig, job board, recruiting service, or perks tied to an application. If the click is “apply,” it is an employment ad.
  2. Declare Employment on Meta where the geographic rule applies. Turn on TikTok’s HEC toggle for US/Canada. On Google US/Canada, unlock age/gender/parental/marital and remove ZIP targeting.
  3. Remove protected-class filters from the ad, overlay, and first screen (“young men,” “native English only,” “recent grads only”) unless counsel has a bona fide occupational qualification you can actually defend.
  4. Put real job facts on the careers URL: location or remote, how to apply, and any legally required postings. Do not send paid traffic to a homepage with no opening.
  5. If the “job” is a course, MLM, or unpaid trial, reclassify — those often fail as misrepresentation, not as Employment SAC.

Frequently asked questions

Do Facebook hiring ads need the Employment Special Ad Category?

If you are a US advertiser, or you target the US, Canada, or certain parts of Europe, Meta’s About ads for employment page says you may need to choose Employment when the ad promotes or directly links to an employment opportunity. Skipping it when you qualify can get the ad rejected.

Is a “we’re a great place to work” brand ad an employment ad?

Meta’s in-scope list includes full- and part-time jobs, internships, apprenticeships, professional certification programs, job fairs, job boards, guaranteed interviews or career placement, and company perks advertised alongside openings. Employer storytelling with no open role is the usual edge case — Meta’s SAC chooser is the decision source, not this sentence. If the landing page is an application, declare Employment.

Can I target “women 25–34” for a nursing role on Google?

Not for employment ads serving the US or Canada. Google’s Personalized advertising restrictions disallow targeting or excluding those ads by age, gender, parental status, marital status, or ZIP code. Write the license or shift requirement on the careers page; do not encode it as a demographic bid.
