Who has to complete Google financial services verification?

Updated October 9, 2026 · 8 min read · Reviewed against public platform policy pages

Direct answerWhere Google requires it, financial-services advertisers and some businesses that only target people looking for those services must be verified for each location. The financial services verification page lists five advertiser types, asks an account or payments admin to apply, and says false information can revoke the verification immediately. It does not use the 7-day warning sentence. Location rules sit in a dropdown. Australia is one worked example below, not a template for every country.

When the check applies

If you advertise financial services, you still have to follow Google’s financial products and services policy and the local rules for the places you target. On top of that, providers and non-providers must be verified when they run ads, or target people who appear to be seeking certain financial services, in some locations. Where it is required, it applies to all ad formats and assets. Display & Video 360 users must comply as well. Google points them to the Display & Video 360 help center for extra restrictions.

Some locations add their own requirements. You verify separately for each location. Google says the requirement can also cover financial services that the named regulators do not regulate. Dates of enforcement are on Google’s “Relevant Regulators and Enforcement Dates” section, not in this article.

The application asks for the type of financial services, the licenses you hold, your registration number, and other information about you or the business. An authorized representative submits it. Google defines that person as an admin of the Google Ads account or of the payments profile paying for the ads. Agencies, subsidiaries, and other entities that manage the account are included.

If you are already certified and want that certification on more managed accounts under the same manager account (MCC), Google offers Manager Account Certification. Eligibility varies by advertiser and certification type. You may have to renew periodically, and you may have to re-verify your identity after a significant account change, such as a payments-profile change. Google sends an in-account notice when renewal or re-verification is required.

Five advertiser types

TypeWho Google meansExamples on the page
Authorized advertisersAuthorized by the relevant financial regulatorBanking, credit cards, credit and loans; investment, brokerages, and day trading; bonds, commodities, and futures; insurance
Approved third partiesPromote with an authorized advertiser’s approval, and are not themselves authorized by a regulatorBrokers, resellers, affiliates
Non-financial services advertisersDo not promote financial services as the main business, but have a reason to target people looking for themA minor add-on from an authorized advertiser; financial-aid education; car leasing, financing, and insurance; travel insurance from an online travel agent
Government entitiesRegulators and governmental or intergovernmental entitiesA .gov or corresponding domain applies with Google’s Financial Services Verification form and does not use G2RS. Others contact their Google account manager.
Regulation exemptPromote financial services and are not required to be licensed by the relevant regulatorThe page names the category and does not add a product list

Claims-management services tied to financial products, such as scam-redress services, have a narrower rule. Google says you must be a claims-management-licensed financial services provider, a government entity, a nonprofit, or a legal services provider, or you must be acting on behalf of one of those.

Australia, as one location

The location dropdown is the source for every other country. This section is only the Australia row, reviewed on October 9, 2026. Copying it onto a US, UK, or EU campaign is how advertisers invent a requirement Google did not publish for that country.

Beginning on the dates in Google’s regulator table, financial-services ads in Australia, including ads shown to Australian users who appear to be seeking financial services, need Google verification. Advertisers must prove they are licensed by the Australian Securities and Investments Commission (ASIC). The requirement also covers categories ASIC does not regulate.

Most advertisers first complete third-party verification with G2RS and show that the Australian regulator authorizes the activity or that they are exempt. They then apply to Google using the unique code G2RS gives them. Advertisers that do not promote financial services, but have a compelling reason to target people seeking them, are included in that G2RS step. Google’s examples are search engines and ecommerce platforms. Firms that are exempt from an ASIC licence, or not required to hold one, should still apply to G2RS.

Government entities with .gov.au domains, and intergovernmental organizations, do not need G2RS. Approved third parties whose ads are approved by an AU-authorized advertiser also skip G2RS. Google’s examples are approved resellers, affiliates, and lead-generation agencies. Government entities and approved third parties may apply directly to Google.

What a completed check does not replace

Advertiser verification is the identity check. It does not show that a lender, broker, or insurer is licensed. Personal-loan disclosures, the US high-APR rule, and credit-repair limits stay on the loans and credit page. Debt settlement has its own location list and, in the United States, a nonprofit rule, on the debt-services page. CFD and forex certification is separate again, as is cryptocurrency certification.

If Google finds that you promoted financial services after verification and that you gave false information, or that you violated the financial products policy, it revokes the verification with immediate effect and the account may be suspended. Adverse regulatory warnings, settlements, rulings, and direct complaints from businesses can also lead to revocation or account action. Google says it may update the requirements at any time. This page does not print a 7-day warning, because the verification page does not print one.

Frequently asked questions

Does advertiser identity verification replace this?

No. Advertiser verification checks identity and transparency. Financial services verification is a separate location-based check of the services you provide, the licenses you hold, and your registration number.

Is G2RS required in every country?

G2RS is described in Google’s Australia section, as of October 9, 2026. Other locations have their own rows in the dropdown on Google’s page. Do not assume another country uses ASIC or G2RS.

Can Google revoke a completed verification?

Yes. If you provided false information, or you violate the financial products and services policy after verification, Google says the verification is revoked with immediate effect and the account may be suspended. Regulatory warnings, settlements, rulings, and complaints from businesses can also lead to revocation or account action.
