Which offers cannot use a Google Ads lead form?

Updated October 10, 2026 · 6 min read · Reviewed against public platform policy pages

Direct answerGoogle does not allow lead forms for adult-oriented, alcohol, gambling, healthcare, or political ads. The lead form requirements page also limits lead forms to first-party advertisers and to agencies with a direct relationship. Affiliate networks and lead generation businesses are not allowed, in Google’s sole discretion. The page does not print a 7-day warning.

What the lead form itself cannot promote

Lead-form ruleWhat Google wroteWhere the category ad is handled
Adult-oriented contentNot allowed for lead formsSexual content
AlcoholNot allowed for lead formsAlcohol ads
GamblingNot allowed for lead formsGambling ads
Healthcare and medicinesNot allowed for lead formsPrescription and telehealth ads
Political contentNot allowed for lead formsUS election ads and EU political ads

Interpretation: an alcohol ad can still be an alcohol ad under the alcohol policy. The lead-form page adds a second ban: that advertisement is not allowed as a lead form. Replacing the form with a destination does not remove the category rules. It only leaves the lead-form asset.

Who is allowed to use the form

Only first-party advertisers, or third-party agencies with a well-established, direct relationship with the products or services offered, can use lead form ads. Affiliate networks or lead generation businesses will not be allowed, in Google’s sole discretion.

A brand collecting inquiries for its own product fits the first-party line. An agency that runs the form for a client it actually represents is the agency line. A site whose business is collecting the lead and passing it on is the line Google says it will not allow. There is no application on this page that changes that. Affiliate and dropshipping ads are a related destination problem. This page is about who may attach the form.

Data, availability, and trademarks

Using personal information in ways people have not consented to is not allowed. Google points that rule at data collection and use, and it says advertisers must comply with local legal requirements. The product or service the form requests has to be accurate and available. Google may also remove a lead form after a trademark complaint. Advertisers are responsible for trademark use in the ad text, assets, and business information. That complaint path is the trademarks policy, not a lead-form certificate.

Frequently asked questions

Can a healthcare-certified account use a lead form?

The lead-form page says advertisements for healthcare-related content are not allowed for lead forms, and it points to the healthcare policy. It does not publish a certification exception.

Can an agency submit a lead form for a client?

Third-party agencies can use lead form ads only with a well-established, direct relationship with the products or services offered. Affiliate networks and lead generation businesses are not allowed, in Google’s sole discretion. The page does not publish an application that overrides that line.

Does this page warn 7 days before suspension?

No. The lead-form requirements page does not include the 7-day warning sentence. The category policies it points to have their own enforcement.
