Can I advertise candy, fast food, and other high-sugar products?

Direct answerYes in many places, with a hard split by country and surface. Google does not run a global candy ban. It restricts high fat, sugar, and salt food and drink in the UK and EU on Display and YouTube, and it wants those accounts self-declared so the ads only serve to people 18 or older. TikTok has its own age gates and, in the UK, blocks less-healthy food ads. UK statute, in force from 5 January 2026, is a third rule: paid online ads for identifiable less-healthy products from food businesses with 250 or more employees.

A supplement that claims to burn fat is not this page. That is supplements and wellness ads. Alcohol is alcohol ads. A kids’ meal aimed at children also has to clear child-directed and teen ads.

Google: declare only the account that needs it

Google’s HFSS food and beverage policy treats an ad as promoting HFSS products if the ad or the destination shows one or more HFSS items in text, imagery, audio, or video. Named examples include candy, chocolate, doughnuts, energy drinks, hamburgers with fries, milkshakes, pizza, sweet biscuits, and sweetened beverages. Google also says those examples may be allowed if nutrition information shows the product is within the threshold and serving size on the policy page.

Explicitly allowed examples include non-HFSS foods such as plain fruit and vegetables, low or nonfat plain milk, dry beans, and plain nuts; restaurant-delivery ads that do not show HFSS food; ads that show HFSS food but sell something else, such as a baking show or kitchen cleaner; and public-service healthy-eating messages.

The restriction Google states is geographic and by surface: UK and EU, Display and YouTube. You self-declare. After that, ads can show Approved (limited) with an Other restricted businesses label, receive an HFSS label, and serve only to users with a declared age of 18 or above. Google says most declarations are reviewed within 3 business days. Use the form linked from that policy page. Do not invent a second form.

Policy: do not submit the declaration if you do not advertise food, beverages, or those brands. Google says the submission restricts serving to minors in some locations for all ads in the account, and that HFSS restrictions cannot be removed from ads in a self-declared account. Best practice: put UK and EU Display and YouTube food campaigns in their own account if the rest of the business still needs under-18 reach.

Google publishes a nutrient grid by category, per listed serving and per 100 grams. If your serving size does not match the listed serving, Google says to use the per-100-gram row. One published beverage line, excluding milk, sets added sugar at 0 and sodium at 105 mg per about 8 ounces. Snack and treat rows use a calorie cap under 150 for the listed serving. Those figures are from the page reviewed on September 22, 2026. Recheck the live grid before you reformulate an ad around a number.

If Google labels a product that is outside the grid, the appeal path on that page is to send nutrition facts. A 7-day warning applies before suspension for this policy family. That is not a reason to keep a mis-declared account spending.

TikTok

TikTok’s other products and services policy says that if the brand or product is HFSS under local rules, you disclose that. Auction ads can be declared when you upload the ad group. Reservation ads go through a TikTok representative.

HFSS ads must be 18+ in Australia, Ireland, New Zealand, Norway, Portugal, and the United Kingdom. They are not allowed in a separate list that includes Albania, Brunei, El Salvador, Ethiopia, Honduras, Kyrgyzstan, Laos, Libya, Mali, Mauritius, Monaco, Myanmar, Nicaragua, Senegal, Tanzania, and Uganda. Energy drinks have their own not-allowed list on the same page, which adds Kuwait and does not copy the HFSS 18+ list. Do not treat “energy drink” and “HFSS” as one switch.

For the UK, TikTok says ads for less healthy foods are not allowed, and that uploading an ad group requires an attestation of compliance with the Advertising (Less Healthy Food Definitions and Exemptions) Regulations 2024.

UK law is not a platform checkbox

GOV.UK guidance, updated 4 June 2025, says the less-healthy-food advertising restrictions came into force across England, Wales, Scotland, and Northern Ireland on 5 January 2026. The guidance describes a 24-hour restriction on paid-for advertising of identifiable less-healthy products online, and a TV watershed. The business row in that guidance is manufacture or sale of food or drink with 250 or more employees, including franchises, where the business pays to advertise.

A product is in scope only if it is in a scheduled category and scores 4 or above for food, or 1 or above for drink, on the 2004–2005 nutrient profiling model. Whether the ad makes the product “identifiable” is part of the legislation. The guidance says the ASA is the frontline regulator and that the guidance is not itself the law.

Policy: Meta’s Advertising Standards introduction requires advertisers to follow the laws of their jurisdiction. It does not, in the text reviewed for this article, add a separate HFSS product ban. Do not claim that Meta has copied Google’s 18+ Display rule. A UK paid campaign from an in-scope company can still be unlawful on Meta if the statute covers it.

Setup workflow

  1. Name the product and the country. A US candy ad and a UK confectionery ad are not the same ticket.
  2. If you will run Display or YouTube in the UK or EU and the ad or page shows an HFSS item, read Google’s live nutrient table before you self-declare.
  3. Do not self-declare an account that also runs non-food campaigns you need to show to people under 18.
  4. On TikTok, declare HFSS when the upload asks, and do not run a UK less-healthy-food product ad. TikTok requires an attestation to the 2024 UK regulations.
  5. If the business has 250 or more employees and pays to advertise an identifiable less-healthy product to the UK, treat that as UK law, not as a Meta checkbox.

Frequently asked questions

Does Google ban candy ads in the United States?

Not under the HFSS policy we reviewed. That policy restricts high fat, sugar, and salt food and beverage promotion in the UK and EU on the Google Display Network and YouTube, after you self-declare. A US-only Search campaign is outside that location and surface list. UK law is a separate limit if the ad is paid and aimed at a UK audience.

Should I self-declare my whole Google Ads account just in case?

No. Google says not to submit the form unless you advertise food, beverages, or food-and-beverage brand promotions. A self-declared account labels HFSS ads, serves them only to users with a declared age of 18 or older, and Google says those restrictions cannot be removed from ads in that account. If only some campaigns are in scope, Google’s fix is a separate account for those campaigns.

Is Google’s nutrient table the same as the UK less-healthy-food law?

No. Google publishes its own per-serving and per-100-gram thresholds and says products inside those thresholds may fall outside its HFSS policy. UK guidance uses a different two-step test: a product category in the regulations plus a nutrient profiling score. Passing one test does not answer the other.

Check the food claim before you self-declare an account
