Can I advertise health insurance on Google and Meta?

Direct answerIn the United States, Google requires certification before you advertise health and medical insurance. Private advertisers get G2RS certification first, then apply to Google. Affordable Care Act keyword ads need an additional certificate in that same G2RS application. Ads that are only dental, vision, or travel health insurance are not under this restriction. A loan or a credit card is a different policy.

Mortgages, personal loans, and credit cards are loans and credit ads. Do not use a loan disclosure checklist as a substitute for G2RS.

The US certification order

Google’s health insurance policy says that in the United States you must be certified by Google to advertise health and medical insurance, with government advertisers pre-approved. The apply steps on that page are:

  1. Check that the targeted locations are eligible. If a campaign targets a location that is not listed, Google says it does not allow promotion of those products there.
  2. Get G2RS certification first. US health-insurance advertisers must be G2RS certified before the Google healthcare application. Use the G2RS link on that policy page. This article does not invent a second URL.
  3. Apply through healthcare-related advertising. Include the Google Ads customer ID. An agency applies with proof of its relationship to the advertiser or license holder.

Advertisers registered with the US government to sell ACA-compliant plans need an additional certificate to promote and bid on ACA keywords. Google says to request it in the same application as the G2RS general healthcare certification.

The United States row of healthcare and medicines, reviewed with this policy on September 24, 2026, says government agencies such as state exchanges and Healthcare.gov are not required to be G2RS certified, but they must complete Google’s certification and write “Government agency request” on fields 10 and 11. The same row says advertisers who are not eligible for G2RS are not allowed to advertise those healthcare services. G2RS charges a fee. A warning comes at least 7 days before suspension for this policy.

Meta

Meta’s US financial-products rules include insurance in the category that also covers banking and investments. That setup, including what you lose when the category is on, is the loans guide. It does not certify you with G2RS, and a Google approval does not turn the Meta category off. The TikTok credit rules on that loans page are about credit products. This review did not find a TikTok health-plan certificate to copy from Google.

Setup workflow

  1. Split the product: major medical, short-term, indemnity, Medicare Advantage, Medigap, or Medicaid versus a dental, vision, or travel plan only.
  2. For US health and medical coverage, get G2RS certification before the Google healthcare application. Use the link on Google’s health-insurance policy page.
  3. If you will bid on ACA keywords, request the additional ACA certificate in that same G2RS application.
  4. Government advertisers: complete Google’s certification. The location table says they are not required to hold G2RS and tells them how to mark the form.
  5. On Meta, a US insurance promotion still belongs in the financial-products category. That category does not replace G2RS.

Frequently asked questions

Do dental, vision, or travel insurance ads need G2RS?

Google says advertisements exclusively for dental, vision, and/or travel health insurance coverage are not restricted. A plan that is also major medical, Medicare Advantage, or another health policy in Google’s examples is the certified path. Do not add a dental rider to a medical plan and call the whole ad “dental only.”

What is the extra ACA certificate?

Advertisers registered with the US government to promote and sell Affordable Care Act-compliant plans need an additional certificate to promote and bid on ACA health-insurance keywords. Google says that certificate is requested in the same application as the G2RS general healthcare certification. It is not a substitute for G2RS.

Are government exchanges treated like a private insurer?
