Why Google limits ads after a consumer advisory

Direct answerGoogle may limit where ads show when consumer advisories about that kind of business are common. On the consumer advisories page, the published example is penny auctions: Google shows those ads only if the query includes “penny auction” or similar terms, and on the Display Network only on sites related to auctions. A separate rule bans ads for products with a proven, unresolved risk of death or grievous bodily harm that have been recalled or covered by an advisory. A warning comes at least 7 days before suspension.

Interpretation: Google does not publish a standing list of every product under a serving limit. Penny auctions are the example on the page. Do not assume a different product gets the same query rule, and do not assume a recall of a dangerous product is only a query limit. Gambling certification is a different policy. A penny auction is not made allowed by a gambling certificate.

What editing the ad will not do

Google’s fix steps are the usual edit-and-save path, and re-review typically takes 24–48 hours. Policy: for products covered by this page, ads can still serve when people are specifically searching for them, and will not show to other people who may not know about the advisory. Changing a headline does not remove that split. Appeal from the account if the product is not covered and you believe the limit is a mistake. If the dangerous-products ban applies, remove the ads.

Is a consumer-advisory limit the same as Limited ad serving?

No. Limited ad serving is an account-level impression cap while the ads stay Eligible. A consumer advisory changes where a covered product’s ads may show. Google’s penny-auction example serves only when the query includes “penny auction” or similar terms, and on Display only on auction-related sites.

If the advisory was issued in one country, can the limit be worldwide?

Yes. Google says serving changes for a covered product may apply globally, even if the consumer advisory was issued for only one location.

Can I advertise a recalled product that can kill someone?

Not under the dangerous-products rule. Google does not allow ads for products that carry a proven and unresolved risk of death or grievous bodily harm and that have been the subject of a consumer advisory or product recall. That is a ban, not the search-only limit.
