Can You Advertise Call Forwarding or Call Recording?

Updated September 29, 2026 · 7 min read · Reviewed against public platform policy pages

Direct answerGoogle does not allow ads for call directory, forwarding, and recording services. On the call directory, forwarding, and recording page, that means a promotion where someone calls a phone number to be connected to another service, or to get business information such as an address or a different phone number. Google separately allows directory websites, call recording software, subscriptions for businesses, and a business advertising its own official contact number. A warning comes at least 7 days before suspension.

What Google means by the banned service

Google describes these services as usually involving a call to a phone number in order to be connected to another service, or to get business information such as an address or a different phone number. Policy: promotions for call directory, forwarding, and recording services are not allowed. The non-exhaustive example is calling a phone number to obtain another phone number or business information such as an address, or to be connected to another service.

The page sits under other restricted businesses. Google says it may limit or stop ads from businesses that pose an unreasonable risk to user safety or experience, even if they comply with other policies. Interpretation: a lead-gen site that tells people to call one number and then patches them to a random locksmith, insurer, or “verified” local pro is the pattern in the example. Publishing your own number on your own site is the opposite case, and Google lists it as allowed.

What is allowed

OfferGoogle’s line
Call a number to be connected, or to get another number or an addressNot allowed
Directory website: an online list or catalog of phone numbersAllowed
Call recording softwareAllowed
Subscriptions for businessesAllowed
A business advertising its own official contact numberAllowed

Best practice: say which of the four allowed types you are. “Call recording for support teams” points at software. “One number that finds any plumber near you” points at the banned connect-through service. Google does not publish a certificate for this policy. If the ad is one of the allowed types and was still disapproved, the page says to appeal from the account.

Nearby policies that are not this one

A camera, recorder, or phone tool marketed specifically for spying is dishonest behavior. Call recording software that is not sold as a spy product is allowed on this page. Do not “fix” a spy-gear ad by renaming it call recording.

Third-party troubleshooting, virus removal, and password resets are third-party tech support, even if the ad also shows a phone number. Your own support number for a product you sell can still be fine. The tech-support page explains that split.

If the call is a premium-rate number, the charge has to be disclosed under dishonest pricing. Showing the per-minute rate does not make a banned forwarding service allowed.

How to fix a disapproval

  1. Read the landing page’s first screen. If the offer is “call us and we will connect you” or “call to get their direct number,” that is the banned example.
  2. Edit the ad and the page so they promote an allowed product, or remove the ad.
  3. In Google Ads, open the ad, edit, and save. Google says the automatic re-review typically takes 24–48 hours.
  4. Appeal only if you are advertising a directory, recording software, a business subscription, or your own official number and the label is wrong.

Google says this policy will not suspend the account immediately. A warning is issued at least 7 days before suspension. Repeated violations after you leave the ad running are how that warning turns into a suspension.

Frequently asked questions

Can I advertise call recording software?

Yes. Google’s allow list on this policy includes call recording software, alongside directory websites, subscriptions for businesses, and a business advertising its own official contact number.

Is a public phone directory banned?

No. Google allows directory websites such as online lists or catalogs of phone numbers. The ban is on promotions for services where someone calls a number to be connected to another service or to obtain another number or a business address.

Is this the same as spyware or phone tapping?

No. Products marketed for spying or wire-tapping sit under Google’s dishonest-behavior policy. This page is about call-connection and lookup services, even when the advertiser is not selling spyware.
